On
behalf of the Texas and Southwestern Cattle Raisers Association (TSCRA),
I would like to commend you and your agency on the implementation of
House Bill 1495, which created the Landowner's Bill of Rights during the
80th Legislative Session.
As you
know, TSCRA is a 130-year-old trade organization whose 15,000 members
manage approximately 3.7 million head of cattle on 96.5 million acres of
range and pasture land. As cattle raisers, our members rely on their
legal rights to own and use their property as they see fit. As the
population of Texas grows, more pressure is being applied to these long
standing rights and cattle raisers have to defend themselves, their
property, and their rights in order to stay in business and retain their
way of life.
TSCRA
supported the passage of House Bill 1495 and appreciates the work that
you and your staff have done in order to provide landowners with a clear
understanding of their rights when threatened by entities interested in
condemnation. The Landowner's Bill of Rights is an important document
that will be utilized by many cattle raisers in the future.
